Customer Premise Equipment (CPE) is the equipment that resides in your building and interacts with your telecom provider. These types of devices are routers, switches, phone lines, phone systems etc. Many times when a problem happens and you call your local telecom provider, they will run diagnostics and tell you their side is working fine.
You will then go about trying to troubleshoot the issue as if the problem resides with your equipment. You will run every diagnostic that you are aware of, and probably still come back to the lines aren’t working. So you call back to the telecom provider and they run some more diagnostics and low and behold, there is some configuration they see. “Let me get another level to look into this.” So then you wait another hour or so, and if you are lucky you get a callback. Meanwhile, all the end users are breathing down your neck wanting to make calls, get to the internet , etc. So you then call back to the provider, reference the ticket they gave you. “We are still working the problem. Seems such and such drone on answer entered here happened.”
